Finally after about hours of game play, and close to level 57, I found a smith with a pair of Orcish boots of muffling that I could disenchant. Now my follower finally has some good light boots with a double enchantment of muffle and fortify sneak.
I had probably been to a smith's shop over times before I actually found a pair. It was really odd that the same smith had a different pair of muffling boots ebony, I think the next time I visited his shop.
Since then, I have not seen another pair anywhere. It is just an extremely rare chance for the smith to have the boots. Keep checking the smiths, and you might get lucky, or you might never seen the boots during a playthrough.
And I must say, boots of muffling are great for loud followers. I prefer muffle spell. Until I get the silence perk, I would use muffle spell whenever I needed silence, and use that slot for sneak enchanted items instead.
I found a pair of muffle boots as random loot around level I disenchanted it but never used it. They have the best chances of having them. I'd give similar advice as others about looking for the generic boots at every merchant, every time you hit a town, or whenever their stock respawns. You said you didn't want to cheat and use the console, but there is the other cheat of having a save game and continually reloading and checking merchants until what you want to buy spawns.
If you don't want to use this blatantly, you could always be aware that every time you start up a game, all of the merchants will have newly generated stock, so it's a good idea to check all merchants every time you play. I think searching high and low to get the Muffle enchantment is certainly worth it. I was over level 35 however.
Mr Smooth Mr Smooth I think the best way to get them is to do the main quest up to obtaining the dragonstone from Bleak Falls Barrow. Jarl Balgruuf will give you a leveled magic item as a reward. According to the elder scrolls wiki, you won't see boots of muffling until level 11, so wait until then to complete the quest. You can quick save right before Balgruuf engages you in conversation, then it's very fast to skip his dialogue, quickload until you get the boots.
